The wool is created by the modifier Hair and Fur. Before rendering, be sure to open the tab Rendering - Environment - Effects - Hair and Fur - Hairs - the drop-down tab mr prim.
There is no wool in the FBX file, but there are splines for laying the wool. There are also detailed screenshots of fur settings.
