Who works in the V-Ray version is lower than 3.1. Be careful, the materials in the BRDF section are Microfaset GTR (GGX), if your version is older than 3.1, then the BRDF field will be empty. Choose Blinn, Phong or Ward - which is preferable for you.
The fur is made with the help of Hair and Fur. To display it when rendering, go to Rendering - Enviroment - Effects - Hair and Fur and change the "buffer" to "mr prim".
On the rendered render, the number of hairs on the waistcoat is 80,000. System units are millimeters.
